中國城市規劃學會（組織策劃單位）受義烏市自然資源和規劃局、義烏市雙江湖新區建設開發指揮部（主辦單位）聯合委托，面向全球開展《義烏市雙江湖新區概念規劃及城市設計》國際方案征集活動（以下簡稱“本次征集活動”）?，F將相關事項公告如下：
　　Urban Planning Society of China(the organizing supporter)is commissioned by Yiwu Natural Resources and Planning Bureau,and Yiwu Shuangjiang Lake New Area Construction and Development Headquarters(the organizer)jointly to launch this open international solicitation activity for Conceptual Planning and Urban Design of Shuangjiang Lake New Area in Yiwu(hereinafter referred to as"this solicitation activity").The relevant matters are hereby announced as follows:
　　義烏市位居全國百強縣前列，它是享譽全球的世界小商品貿易中心、一帶一路節點城市、國家物流樞紐城市、長三角產業智造名城、城鄉共同富裕示范城市，也是中國唯一一個縣級國家級國際貿易綜合改革試驗區。
　　Yiwu ranks among the top 100 counties in the country.It is a world-renowned global small commodity trade centre,a key city along the Belt and Road Initiative,a national logistics hub city,a famous city for industrial innovation in the Yangtze River Delta,a demonstration city for common prosperity between urban and rural areas,and China’s only county-level national comprehensive reform pilot zone for international trade.
　　義烏市是陸上絲綢之路和海上絲綢之路的交匯地，國際國內雙循環的重要節點城市。“義新歐”中歐班列輻射境外50多個國家和160多個城市，為東西方架起一座增強交流的“金橋”。在義烏，各類外資機構有8000多家，常駐外商1.5萬人。來自100多個國家和地區，上萬名不同文化、不同風俗的外商，在此安居樂業、和諧相處。國際化是義烏的獨特標簽。

　　改革開放以來，從手搖撥浪鼓走街串巷的敲糖換雞毛，到如今萬商云集的國際性小商品集散中心，義烏堅持和深化“興商建市”，走出了一條富有自身特色的發展道路。在浙江、上海工作期間先后12次到義烏調研指導，盛贊義烏的發展具有“莫名其妙、無中生有、點石成金”的特色。
　　Since the reform and opening up,Yiwu has adhered to and deepened the"prospering business and building the city"concept and embarked on a development path with its own characteristics,from small exchanges in the streets and alleys,to today's international small commodity distribution centre where thousands of merchants gather.During his work in Zhejiang and Shanghai,General Secretary Xi Jinping visited Yiwu 12 times for investigation and guidance,and praised the development of Yiwu as"building up from nothing and turning stones into gold marvellously".

　　Entering the new era,Yiwu will take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide,thoroughly implement the decisions and deployments of the provincial and municipal party committees,keep in mind the entrustment,undertake the mission,strive to build a model city of the world-class business environment and an international model city featuring the world's small commodity capital by 2035,basically build the world small commodity capital,and become a model student of"an important window for comprehensively demonstrating the superiority of the socialist system with Chinese characteristics in the new era",with the high-quality development at the leading level in the country.
　　“雙江水利樞紐工程”(以下簡稱“雙江湖”)是利用義烏兩條最大的水系--義烏江與南江，在其交匯處規劃建設一個總面積約6平方公里的人工湖。該工程是列入國家“十三五”規劃、長三角太湖流域、浙江錢塘江流域的重大水利項目，是一座以防洪排澇、供水、改善區域水環境為主，結合生態景觀、休閑旅游、灌溉發電、兼顧防洪和航運等綜合利用的國家級水利樞紐工程。雙江湖區域生態資源條件優越，東側臨山，延續自然山地環境；北側臨城，承接義烏中心城區發展延伸，是義烏未來優勢資源匯聚寶地。
　　The"Shuangjiang Hydro-junction Project"(hereinafter referred to as"Shuangjiang Lake")is to use Yiwu's two largest water systems,the Yiwu River and the Nanjiang River,and plan to build an artificial lake with a total area of about 6 square kilometres at their intersection.The project is included in the national"13th Five-Year Plan",a major water conservancy project in the Taihu Lake Basin of the Yangtze River Delta and the Qiantang River Basin of Zhejiang.It is a national-level water conservancy project focusing on flood prevention and drainage,water supply and improvement of regional water environment,with comprehensive utilization of ecological landscape,leisure tourism,irrigation power generation,combining flood control and shipping.The Shuangjiang Lake area has superior ecological resource conditions.It is adjacent to mountains on the east side,continuing the natural mountainous environment;adjacent to the city on the north side,it will undertake the development and extension of Yiwu’s central urban area,and it will be a valuable place where Yiwu’s future advantageous resources gather.
　　2017年8月22日，義烏市委審議并通過了《中共義烏市委關于推進雙江湖建設開發的決定》。決定指出，雙江湖建設開發是全市人民翹首企盼的民生大事，是義烏發展的百年大計，要堅持規劃引領、分序開發、統籌發展。
　　On August 22,2017,the Yiwu Municipal Committee reviewed and passed the"Decision of the Yiwu Municipal Committee of the Communist Party of China on Promoting the Construction and Development of Shuangjiang Lake".The decision pointed out that the construction and development of Shuangjiang Lake is a major livelihood event that the people of the city are looking forward to,and a project of vital and lasting importance for the development of Yiwu.It is necessary to adhere to planning guidance,sequential development,and overall development.
　　2019年7月，義烏市委市政府正式同意設立義烏市雙江湖新區。雙江湖新區位于義烏西南部，涉及江東街道、稠江街道和佛堂鎮部分區域，總規劃面積65平方公里。雙江湖新區是義烏的重要戰略發展區，是“浙中科創大走廊”的重要節點，是義烏未來發展和轉型升級的戰略增長極、創新策源地和智慧生態城。在義烏大力建設“國際貿易綜合改革試驗區”、塑造國際化潮流商貿城市新形象，從“繡湖時代”走向“雙江湖時代”的背景下，建設意義重大。
　　In July 2019,the Yiwu Municipal Party Committee and Municipal Government formally agreed to establish the Shuangjiang Lake New Area of Yiwu.It is located in the southwest of Yiwu,involving parts of Jiangdong Street,Choujiang Street and Fotang Town,with a total planning area of 65 square kilometres.Shuangjiang Lake New Area is an important strategic development area of Yiwu,an important node of the"Central Zhejiang Science and Technology Innovation Corridor",a strategic growth pole for Yiwu's future development,transformation and upgrading,a source of innovation,and a smart eco-city.Under the background of building the"International Trade Comprehensive Reform Pilot Zone",shaping a new image of an international trendy commercial city,and moving from the"Xiuhu Lake Era"to the"Shuangjiang Lake Era",the construction of Shuangjiang Lake New Area is of great significance to Yiwu.
　　為科學有序推進雙江湖新區的規劃建設，突出其支撐浙中地區積極融入浙江四大都市區核心區建設戰略地位，通過優化新區國土空間布局，塑造湖在城中、城映湖中、湖城一體特色格局，樹立“宜商宜業宜居宜游”的城市新標桿，實現雙江湖新區“生態+智慧+文化+創新”的高質量發展，瞄準建設國際一流品質新城的目標，實踐義烏向湖而生的城市理想，特舉行《義烏市雙江湖新區概念規劃及城市設計》國際方案征集活動。
　　In order to promote the planning and construction of Shuangjiang Lake New Area in a scientific and orderly manner,highlight its strategic position in supporting the central Zhejiang region to actively integrate into the construction of the core areas of the four major metropolitan areas of Zhejiang,and optimize the land space layout of the new area to shape the lake in the city with a distinctive pattern,set a new city benchmark of"suitable for business,work,living and tourism",realize the high-quality development of"ecology+wisdom+culture+innovation"in Shuangjiang Lake New Area,aim at the goal of building a world-class quality new city,and practice the ideal of a city born to the lake,the International Solicitation for Conceptual Planning and Urban Design of Shuangjiang Lake New Area in Yiwu is now held.

　　本次征集活動分為資格預審、方案編制和后期深化三個階段。

　　（一）資格預審階段

　　本次征集活動采用公開征集的方式。應征機構需根據《資格預審文件》要求提供完整的資格預審申請文件。通過資格審查，最終從合格的應征機構中擇優選出5家應征機構作為入圍應征機構參與方案編制，2家應征機構作為備選應征機構，如入圍應征機構退出，備選應征機構依次替補。
　　This solicitation activity opens to all design institutions.Applicant institutions need to provide complete pre-qualification application materials in accordance with the requirements of the"Pre-qualification Document".After the pre-qualification review,five applicant institutions will be shortlisted to participate in the scheme formulation stage;another two applicant institutions will be selected as alternative applicant institutions,if the shortlisted applicant institutions quit from the scheme formulation stage,the alternative applicant institutions will fill the vacancy in order.

　　緊緊圍繞義烏高質量高水平建成世界小商品之都總目標，貫徹五大發展理念，堅持以生態文明為先導，以現代產業為支撐，以文脈傳承為靈魂，依托雙江湖，結合佛堂旅游度假區和義烏科技城建設，將雙江湖新區打造成為高質量發展背景下的綠色生態功能區、智慧都市樣板區、文化旅游度假區、創新驅動示范區，為浙江建設第四大都市區、打造世界“小商品之都”奠定堅實基礎。
　　Focusing on the general goal of Yiwu to build the world's capital of small commodities with high quality and high standards,implement the five major development concepts,adhere to ecological civilization as the guide,modern industry as the support,cultural heritage as the soul,relying on the Shuangjiang Lake,combining with the Fotang Town tourist resort and the construction of Yiwu Science and Technology City,to build Shuangjiang Lake New Area into a green ecological functional area,a smart city model area,a cultural tourism resort,and an innovation-driven demonstration area under the background of high-quality development,and lay a solid foundation for Zhejiang to build the fourth largest metropolitan area and build the world capital of small commodities.
　　概念規劃著重銜接國土空間規劃，研究新區發展定位，構建未來產業體系，優化片區功能結構，協調生產、生活和生態空間布局，優化綜合交通系統，整合資源，重塑宜商、宜業、宜居、宜游新格局；
　　The conceptual planning focuses on connecting with the territorial planning,to study the development positioning,construct future industrial systems,optimize the functional structure of the area,coordinate the layout of production,living and ecological spaces,optimize the comprehensive transportation system,integrate resources,and reshape a business-friendly,liveable,and tourist-friendly new pattern;
　　城市設計著重提出新區營建創新模式，明確空間布局結構與形態，細化用地功能布局，協調市政工程，系統塑造特色濱水景觀風貌，提升公共空間品質，彰顯義烏地域文化。
　　The urban design focuses on proposing an innovative model of new area construction,to clarify the spatial layout structure and form,refine the land use function layout,coordinate municipal engineering,systematically shape the characteristic waterfront landscape,improve the quality of public space,and highlight the local culture of Yiwu.

　　（Ⅲ）Follow-up deepening stage
　　負責后期深化設計的應征機構須按照評審委員會及主辦單位意見，吸取其它方案優點，修改完善和深化方案，對功能業態、空間形態、景觀風貌、交通組織、基礎設施配套、地下空間開發等進行綜合協調，對空間景觀和環境要素進行深化設計，形成具有創新理念、濱水特色的整體性方案。
　　The applicant institution who is responsible for the follow-up deepening stage must absorb the advantages of other schemes according to the opinions of the jury committee and the organizer,to revise,improve and deepen the scheme;to comprehensively integrate functional formats,spatial forms,landscape features,traffic organization,infrastructure facilities,and underground space development,deepen the design of landscape and environmental elements,and form an integrated scheme with innovative ideas and waterfront characteristics.
　　本次方案征集范圍包括2個層次，分別為概念規劃研究范圍、城市設計范圍。
　　The scope is divided into two spatial levels,namely“conceptual planning research”and"urban design".
　?。?）概念規劃研究范圍：即雙江湖新區管轄范圍。位于義烏西南翼，主要為環城南路以南區域，往北接陸港新區和中心城區，往南為金義都市新區和東陽橫店，涉及江東街道、稠江街道和佛堂鎮部分區域，面積約65平方公里。
　　Conceptual planning research scope:that is the administrative are of Shuangjiang Lake New Area,located in the southwestern part of Yiwu;it is mainly the area south of Huancheng South Road,connecting Lugang New Area and the central urban area to the north,Jinyi New Area and Hengdian in Dongyang to the south,involving parts of Jiangdong Street,Choujiang Street and Fotang Town,with an area of about 65 square kilometres.
　　（2）城市設計范圍：即環“雙江湖”區域，東至佛堂大道，南至青云大道，西至五洲大道——疏港快速路，北至富港大道——規劃路，面積約17平方公里（含雙江水利樞紐工程約6平方公里）。規劃范圍內城鎮開發邊界內建設用地約6.1平方公里，為體現環湖城市設計的完整性，也包含了若干非建設用地。（詳見附圖）
　　Urban design scope:that is the area surrounding the Shuangjiang Lake,with Fotang Avenue in the east,Qingyun Avenue in the north,Wuzhou Avenue-Shugang Expressway in the west,and Fugang Avenue-Guihua Road in the north,covering an area of about 17 square kilometres(including the Shuangjiang Hydro-junction Project with an area of about 6 square kilometres).The construction land within the urban growth boundary is about 6.1 square kilometres;in order to reflect the integrity of the urban design around the lake,some non-constructive land is also included.(see the attached figures)

　?。?）本次征集活動采用公開征集的方式，境內外合法注冊且有與本項目類似的相關研究和設計經驗的機構均可參加。其中：境內應征機構須具備城鄉規劃編制甲級資質、建筑行業（建筑工程）甲級資質其中之一；境外應征機構須具有所在國、地區政府主管部門或其有關行業組織核發的從事戰略咨詢、城鄉規劃、建筑設計其中之一的相應資格或執業許可。應征機構須具有相應的戰略研究和城市設計等綜合咨詢能力。
　　This solicitation activity opens application to domestic and foreign institutions that are legally registered and have research and design experience similar to this project.Domestic institutions must have one of Grade-A qualification of urban and rural planning formulation,or Grade-A qualification of architecture and construction engineering;foreign institutions must have one of the relevant qualifications of strategy consulting,urban and rural planning,or architecture design issued by the competent authority or relevant industry organizations of their home country or region.Applicant institutions should have corresponding consulting abilities on strategic research and urban design.
　?。?）本項目鼓勵中外應征機構組成聯合體報名，但聯合體成員不得超過3家，聯合體各方不得再單獨以自己名義，或與另外應征機構組成聯合體報名。應征機構需具有相應的新區產業研究能力，如果不具備，可聘請產業咨詢機構（或專家）作為顧問或組成聯合體。境外應征機構聯合境內應征機構的，境內應征機構資質要求同上。港澳臺應征機構的資格要求參照境外應征機構資格要求的規定。不接受個人及個人組合的報名。法定代表人為同一個人的兩個及兩個以上法人、母公司、全資子公司及其控股公司，不得同時報名。
　　This project encourages application by consortium of domestic and foreign institutions,but the consortium shall not have more than three members,and the members of the consortium are not allowed to apply separately on their own or form another consortium.Applicant institutions must have corresponding industry research capabilities;if not,they can hire industry consulting agencies(or experts)as consultants or form a consortium.If a foreign applicant institution consorts with a domestic applicant institution,qualification requirements for the domestic institution are the same as above.The qualification requirements of Hong Kong,Macao and Taiwan institutions shall refer to the requirements of foreign applicant institutions.Applications by individuals or groups of individuals will not be accepted.For two or more legal entities whose legal representative is the same person,the parent company,the wholly-owned subsidiary and the holding company are not allowed to apply at the same time.
　　具有以下同類項目經驗的應征機構將被優先考慮：
　　1）具有豐富的城市新區、濱湖地區發展綜合戰略研究能力與實踐經驗；
　　2）具有豐富的城市設計、濱水環境、建筑風貌、公共空間等設計經驗。
　　Applicant institutions with experience in similar projects will be given priority:
　　1)rich research capabilities and practical experience in comprehensive strategic research for the development of new urban areas and lakeside areas;
　　2)rich design experience in urban design,waterfront environment,architectural style,public space,etc.
　　（3）參與本項目的專業技術人員須為該應征機構的在冊人員，主創設計師須有主持過多個同類型項目經驗，主創設計師及團隊成員須全過程參與本次征集活動（項目啟動會及現場踏勘、方案設計、現場方案匯報）。項目團隊需各專業工種配備齊全，具備產業、交通、空間綜合研究能力。為了保證項目團隊人員對中國地區背景和相關要求的準確理解，境外應征機構的專業技術人員團隊中應至少有一名通曉漢語人士。
　　The professionals involved in this project must be the current registered staff of the applicant institution;the chief designer must have experience in directing several similar projects.The chief designer and team members must participate in the whole process of this solicitation activity(project release conference and site survey,scheme design,and on-site presentation,etc.).The project team needs to be fully equipped with different professional types of work,and have comprehensive research capabilities in industry,transportation,and space.The professional team of the foreign applicant institution should include at least one member who is proficient in Chinese to ensure the accurate understanding of the regional background and relevant requirements.
　　本次征集活動擇優選取5家入圍應征機構獲得參與方案編制階段的資格。入圍應征機構按照《征集文件》要求遞交最終設計成果后，經評審委員會評審后確定方案排名，獲得相應設計費用（獎金或補償金）：
　　Five applicant institutions will be shortlisted to participate in the scheme formulation stage.After the shortlisted applicant institutions submit valid application documents in accordance with the requirements of the Solicitation Document,the jury committee will review and determine the ranking of schemes,and award the corresponding design fees(bonus or compensation).
　　第一名：獎金人民幣300萬元（含稅）；
　　第二名：獎金人民幣200萬元（含稅）；
　　第三名：獎金人民幣150萬元（含稅）；
　　第四、五名：分別獲得補償金100萬元（含稅）
　　后期深化設計費用：人民幣150萬元（含稅）。
　　The first place:a bonus of RMB 3 million(including tax);
　　The second place:a bonus of RMB 2 million(including tax);
　　The third place:a bonus of RMB 1.5 million(including tax);
　　The fourth and the fifth places:a compensation of RMB 1 million(including tax)respectively;
　　The design fee for the follow-up deepening stage will be RMB 1.5 million(including tax).
　　經綜合考量，主辦單位將從獲得前三名方案的應征機構中選取一家，作為后期深化的設計機構。具體事宜根據后續工作的安排進行協商并另簽訂合同。
　　After comprehensive consideration,the organizer will select one of the applicant institutions that have won the top three places as the design institution for the follow-up deepening stage.Specific matters will be negotiated according to follow-up arrangements;and another contract shall be signed.
　　但對于未按規定時間提交應征文件，或其應征文件按《征集文件》規定不被接受，或被取消應征資格的應征機構，將不支付獎金。
　　However,the applicant institution who fail to submit application documents within the prescribed time,or whose application documents are not acceptable according to the requirements of the Solicitation Document,or whose qualifications have been revoked,will not be paid the design bonus.
　　計劃于2023年8月中旬確定入圍應征機構、在義烏市組織現場踏勘及召開項目啟動會，屆時需應征機構主創設計師本人及其團隊參會。方案編制階段設計周期自項目啟動會起約為90個日歷天左右（含節假日）。
　　It is planned to determine the shortlist of applicant institutions and organize the site survey and hold the project release conference in mid-August 2023 in Yiwu.The chief designer and the team members of the applicant institutions are required to attend the conference.The design period of the scheme formulation stage is about 90 calendar days(including holidays)from the date of the project release conference.
　　注：以上時間以北京時間為準，主辦單位根據實際情況保留對具體時間節點、活動地點、組織方式作適時調整的權利。

　　凡有意參加本次征集活動的應征機構，需先進行申請登記，應征機構下載申請表格（附件1）并完整填寫申請信息后，發送郵件至指定郵箱zxb planning.org.cn，組織策劃單位收到申請表后，以郵件方式回復資格預審文件等相關文件。
　　Any applicant who intends to participate in this solicitation activity shall register first.After downloading the application form(Appendix 1)and completing the application information,the applicant shall send it to the designated email address zxb planning.org.cn.After receiving the application form,the organizing supporter will reply with the Prequalification Document and other related documents by email.
　　資格預審申請文件需要嚴格按照相關要求制作，遞交資格預審申請文件包括現場遞交和快遞郵寄兩種方式。以快遞郵寄方式遞交時，請預留足夠的快遞運輸時間；現場遞交需持法定代表人授權委托書。
　　Prequalification application documents shall be made in strict accordance with relevant requirements,and can be submitted by on-site submission or express delivery.If submit by express delivery,please reserve enough time for the express transportation;a letter of authorization by the legal representative shall be presented if submit on site.
　　遞交資格預審申請文件的時間及地點：報名應征機構需于2023年8月14日16時前將資格預審申請文件的紙質文件送達到下述指定地點，并將全部資格預審申請文件電子版發送至指定郵箱（zxb planning.org.cn）。資格預審申請文件紙質文件遞交地址：北京市海淀區三里河路9號住建部北配樓一層，中國城市規劃學會，張工（收），010-58323854。接收資格預審申請文件時間為工作日09:00-16:00，逾期送交或不符合規定的資格預審申請文件恕不接受。如遇特殊情況，時間或地點變更將另行通知。
